Timor-Leste launches employment services “SIMU-Web Job Portal”

DILI, 10 february 2026 (TATOLI) – The Secretary of State for Vocational Training and Employment (SEFOPE), in collaboration with the United Nations Development Programme (UNDP), and Korea International Cooperation Agency (KOICA), has launched the “SIMU-Web Job Portal”, marking a new milestone in strengthening employment services in Timor-Leste.

This system aims to improve labour market efficiency by connecting job seekers with employers and managing unemployment services.

The launch ceremony was held at the SENAI-SEFOPE Training Centre (CNFP) in Becora, Dili, as part of the Youth Employment and Entrepreneurship Skills (YEES) project.

The launch event was attended by UNDP Timor-Leste Resident Representative Katyna Argueta, the Deputy Director of Korea International Cooperation Agency  (KOICA), Taegeun Kam, and SEFOPE Executive Director for National Employment Strategy Paulo Alves, along with more than 30 representatives from UNDP, SEFOPE, youth centres, training institutions and other partners.

The initiative is funded by the KOICA, the Government of Timor-Leste through the Ministry of Commerce and Industry (MCI), and UNDP Timor-Leste.

SIMU-Web is designed to improve transparency, efficiency and access to labour market information for job seekers and employers across the country.

A live demonstration of the platform was held during the event. A job seeker representative showed how users can create a profile, search for vacancies and submit applications online. SEFOPE staff also demonstrated how employers can advertise job openings, review applications and manage the recruitment process through the system.

Argueta described the launch and handover of SIMU-Web as a significant step towards inclusive growth, digital transformation and the creation of decent work opportunities for all.

“SIMU-Web is not just a digital platform, but reflects national ownership and a shared commitment to strengthening the labour market system, improving access to information, and connecting communities, particularly young people, with meaningful employment opportunities,” she said.

KOICA Deputy Director Taegeun Kam said the system was developed as a comprehensive platform bridging job seekers and employers, and has been refined based on user feedback since its initial rollout.

“The official handover today marks a new chapter in our joint efforts to strengthen employment services and skills development in Timor-Leste,” he said.

Paulo Alves, SEFOPE’s Executive Director for National Employment Strategy, said this platform makes it easier for job seekers to register and independently choose service areas.

SIMU-Web is expected to enhance national employment services through more effective job matching and strengthen SEFOPE’s role in managing the country’s digital labour system.
