DILI, 11 february 2026 (TATOLI) – President of the Republic, Jose Ramos-Horta received a specialized delegation from Mozambique at the Presidential Palace to discuss strategic partnerships in cybersecurity and digital governance.

Accompanied by the Ambassador of Timor-Leste to China, Loro Horta, the Mozambican experts presented their extensive experience in implementing successful digitalization projects across the Lusophone world, including Cape Verde, Guinea-Bissau, and Portugal.

The discussions centered on supporting Timor-Leste’s transition toward an integrated e-government system, a critical priority as the nation already has full ASEAN membership.

The proposed cooperation aims to modernize public administration by centralizing and digitalizing essential services such as passports, national IDs, and driver’s licenses while establishing secure data centers and robust internet security frameworks.

In addition to the technical agenda, the meeting highlighted the deep historical bonds between the two nations, with President Ramos-Horta sharing personal reflections on his years living in Mozambique.

Following this courtesy call and previous meetings with government ministers, the delegation will finalize a formal proposal for the Council of Ministers, with potential implementation targeted for early 2027 to advance the country’s digital economy.
