Timor-Leste begins preparing 2027–2030 Medium-Term Plan for institutional sector

DILI, 17 March 2026 (TATOLI) — Minister of the Presidency of the Council of Ministers, Agio Pereira, met on March 17 at the Palácio do Governo with Epi Orleães, Coordinator of the Integrated Planning Unit (UPI) of the Ministry of Planning and Strategic Investment, and her team to coordinate the drafting of the 2027–2030 Medium-Term Plan (MTP) for the institutional sector.

The preparation of this plan follows the completion of the Monitoring Report on the Progress of the Strategic Development Plan (PED) 2011–2030, which was presented to the Council of Ministers on March 4, 2026, and is intended to guide the final phase of the PED’s implementation.

Currently, the UPI is leading and coordinating the technical work on the Medium-Term Plan with the participation of multiple government entities. In the institutional sector, the work is headed by Minister Pereira in coordination with the Ministry of Interior, Ministry of State Administration, Ministry of Finance, Ministry of Justice, Ministry of Defense, Ministry of Foreign Affairs and Cooperation, and the Public Service Commission.

“The preparation of the Medium-Term Plan for the institutional sector is a critical step to ensure that the government’s strategic priorities are implemented effectively and consistently,” said Minister Agio Pereira.

As part of the planning process, UPI recently conducted a workshop with government institutions to share guidance and collect contributions for the plan. A technical meeting is scheduled for March 23–24, organized by the Ministry of Planning and Strategic Investment, to analyze, harmonize, and consolidate inputs from different ministries, ensuring strategic alignment and consistency.

The PED Progress Monitoring Report 2011–2030 evaluated the advancement of 199 short- and medium-term targets across five sectors: Social Capital, Infrastructure, Economic Development, Institutional Framework, and Macroeconomic Vision. The report highlighted achievements between 2011 and 2024, identified structural challenges, and outlined action priorities through 2030.

In the institutional sector, of the 44 targets identified, six have been completed, 27 have achieved advanced progress, and 11 show partial progress, with no targets showing no progress.

During the meeting, Minister Pereira was accompanied by a technical team from the Presidency of the Council of Ministers, including: Principal Advisor Ika Moniz, Director-General of Administration Pedro Feno, National Director of Administration, Finance, and Assets Nelson Maria dos Santos Menezes, Coordinator of the Public Policy Development Office Natália Sarmento, Coordinator of the Planning Office Edinho Gonzaga Soares, and Chief of Staff to the Vice-Minister for Parliamentary Affairs Sanio Fernandes.

The development of the 2027–2030 Medium-Term Plan for the institutional sector is a key step in ensuring Timor-Leste’s governance and institutional framework remain strong, coherent, and aligned with the country’s long-term strategic goals.
