Government authorizes finance minister to sign two grant agreements with KOICA

DILI, 08 April 2026 (TATOLI) — The government has authorized the Finance Minister to sign two grant agreements with the Korea International Cooperation Agency (KOICA) to support long-term projects on Forest Restoration Capacity Development and Sustainable Management in Timor-Leste (2026–2033), and the Integrated Program on Nutrition and Food Security, School Feeding, Food Fortification, and School Infrastructure (2026–2030).

The decision followed a presentation by Vice Minister of Finance Regina de Jesus.

The first project, Forest Restoration Capacity Development and Sustainable Management (2026–2033), is funded at approximately US$6 million over six years. It targets the municipalities of Baucau and Manatuto and aims to prevent environmental degradation and restore forest ecosystems.

The initiative will modernize the national nursery center, implement reforestation programs, and build capacity within public institutions and local communities. Officials said the project will also directly involve technical staff, public officials, and local communities in sustainable forest management efforts.

The second project, the Integrated Program on Nutrition and Food Security, School Feeding, Food Fortification, and School Infrastructure (2026–2030), is funded at around US$7.2 million over five years. It will cover Baucau, Bobonaro, Manufahi, and Viqueque municipalities.

This program seeks to improve school feeding and nutrition by upgrading kitchen infrastructure and equipment, establishing management and monitoring systems, fortifying foods, and promoting local agricultural supply chains. It will also provide training for teachers, school staff, and communities, while supporting local agriculture to supply schools with fresh produce.

Officials said both projects aim to strengthen sustainable development, public health, and community engagement in environmental conservation and nutrition initiatives.
