Ramos-Horta discusses State Budget and Eonomic Diversification with Lao Hamutuk

DILI, 10 April 2026 (TATOLI) — President José Ramos-Horta met with representatives of the civil society organization Lao Hamutuk at the Presidential Palace on Thursday to discuss critical issues regarding the nation’s economic future.

The dialogue centered on the upcoming General State Budget, economic sustainability, and the strategic management of the Petroleum Fund.

During the audience, Lao Hamutuk representatives Celestino Gusmão and Marta da Silva shared their research and advocacy regarding the urgent need for economic diversification and stronger food security as oil revenues from Bayu-Undan have ceased.

They also addressed the importance of transparency in government procurement processes and the proposed reform of the Petroleum Fund Consultative Council (KKFP) to ensure a strong system of checks and balances.

President Ramos-Horta welcomed the valuable contributions and analyses shared by civil society, emphasizing that open and constructive dialogue is vital for strengthening governance and democracy in Timor-Leste.

The Head of State reaffirmed his commitment to ensuring that public funds are managed prudently and sustainably to secure a better future for both current and future generations.
