DILI, 14 April 2026 (TATOLI) – Heavenly Culture, World Peace, Restoration of Light (HWPL) hosted an online ceremony commemorating the 10th anniversary of the Proclamation of the Declaration of Peace and Cessation of War (DPCW). During the event, HWPL shared the milestones achieved over the past decade in the institutionalization of peace with the international community.
The ceremony was organized by HWPL’s Global Branch 4, with 140 participants in attendance, including distinguished figures and members from 11 nations across Africa and Asia.
Celebrating the DPCW’s 10th anniversary, the ceremony moved beyond abstract ideals by highlighting how peace is practically implemented through education, institutions, and civic participation. By sharing success stories of global peace institutionalization, HWPL aimed to provide leaders from various nations with concrete insights for regional development and strengthen their commitment to peace initiatives.
The DPCW is a comprehensive document consisting of 10 articles and 38 clauses. It was officially proclaimed in 2016 after in-depth discussions by the “HWPL International Law Peace Committee,” which was established in 2015 and composed of law experts from across the globe.
The event commenced with a congratulatory address by the Director of HWPL’s Global Branch 4, followed by video presentations showcasing best practices in establishing a culture of peace. These presentations illustrated how the DPCW serves as a practical standard and an operational principle for peace within local communities.
With a case study from Georgia, USA, in response to the surge in violence following the pandemic, PLAY (Peace Leadership Academy for Youth) was expanded across the state. This initiative led to the adoption of DPCW resolutions by two cities and two counties, alongside the City of South Fulton. This was highlighted as a representative example of the “institutionalization of peace,” where the DPCW has evolved beyond a mere declaration into a practical legal and administrative framework.
Following the presentations, the peace roadmap and key initiatives of HWPL’s Global Branch 4 were introduced. Participants shared the vision for peace projects to be implemented throughout 2026, reaffirming their commitment to cooperative efforts for the practical realization of peace.
Ponciano da Cruz Leite, National Advisor to the Timor-Leste Minister of Justice, shared his thoughts on the activities most anticipated in his country.
‘The first priority is peace seminars and dialogues, where leaders and youth discuss DPCW values like conflict resolution and human rights through interactive sessions. The second priority is peace walks and campaigns, which serve as symbolic public marches for unity. Given Timor-Leste’s history of struggle, these events hold profound emotional significance for its people.’
Mahamat Kao Adoum, a journalist and director of MEDD TV INFO TCHAD VERT, gave his reflection on the event:
“I aim to promote peace through education and training, encouraging communities to transform conflict—such as ethnic and land disputes—into social cohesion for a sustainable Chad. HWPL stated that through this commemorative event, it reaffirmed that peace is not merely an abstract value, but a concrete and achievable goal across diplomacy, education, local communities, and legal and institutional frameworks.
Furthermore, as the DPCW is a declaration aimed at ending war and achieving sustainable peace based on universal human values—such as human rights, justice, and freedom—HWPL plans to continue its efforts to stabilize a culture of peace. Moving forward, the organization will remain committed to expanding cases of peace institutionalization in collaboration with partners from various countries and regions.
