Timor-Leste, Portugal deepen cooperation on employment and skills training
DÍLI, 30 July 2026 (TATOLI) – Portugal and Timor-Leste will strengthen cooperation in vocational education and training to help address labour market challenges and create new employment opportunities in both countries, Portugal’s Minister of Economy and of Territorial Cohesion, Manuel Castro Almeida, said on Thursday.
Almeida made the remarks after a courtesy meeting with Prime Minister Kay Rala Xanana Gusmão at the Government Palace in Dili during his official visit to Timor-Leste.
“Portugal needs workers, while Timor-Leste faces the challenge of unemployment. Vocational training can serve as a bridge for cooperation that benefits the people of both countries,” the Portuguese minister said.
The meeting focused on strengthening bilateral cooperation in several strategic areas, including economic development, productive sectors, vocational education and training, local governance, and collaboration within the Community of Portuguese Language Countries (CPLP).
Almeida said he welcomed the opportunity to exchange views with Prime Minister Xanana, stressing the importance of expanding cooperation among CPLP member states.
“We first discussed the CPLP and the important role the organisation plays for all of us. We share the view that cooperation among member countries should be strengthened across a wide range of sectors,” he said.
The minister added that tourism ministers from CPLP member states are expected to meet to explore new opportunities for collaboration in the tourism sector.
Beyond economic cooperation and skills development, the talks also covered international issues.
Almeida praised Timor-Leste’s contribution to promoting peace, dialogue and international cooperation.
“Timor-Leste continues to demonstrate its commitment to promoting peace, easing tensions and fostering constructive cooperation within the international community,” he said.
The Portuguese minister also highlighted the importance of local government and decentralisation, saying that bringing decision-making closer to communities enables governments to respond more effectively to local needs.
“One of the greatest advantages of local government is that it brings decision-making closer to the communities where problems arise. Portugal’s experience in this area can offer valuable lessons for Timor-Leste,” he said.
The discussions reflect the two countries’ longstanding partnership and their shared commitment to expanding cooperation in employment, economic development and institutional capacity-building.
