Govt appoints Élviro Moniz and Odete Belo as CNE members

DILI, 12 August 2026 (TATOLI) — The Government has approved the appointment of Élviro Fernandes Moniz as a full member of the National Election Commission (CNE), and Odete Maria Belo as an alternate member.

The appointments were approved following a proposal by Minister of State Administration Tomás do Rosário Cabral and will take effect as the current members’ terms expire on August 16.

The appointments are made under Law No. 5/2006 of Dec. 28, as amended, which gives the government the authority to appoint one of the CNE’s seven members and at least one alternate. Moniz and Belo will serve for the 2026-2031 term.

Moniz is recognised for his experience and integrity in electoral administration and currently holds a senior position at the Technical Secretariat for Electoral Administration.

Belo has also been recognised for her experience and integrity in electoral affairs and previously served for several years as a member of the CNE.

With these appointments, the Government ensures the continuity and smooth operation of the National Election Commission for the new term, thereby helping to strengthen the independence, credibility, and effectiveness of the oversight of electoral processes in Timor-Leste, in accordance with the applicable constitutional and legal framework.
