Timor-Leste backs CPLP efforts to restore democratic order in Guinea-Bissau

DILI, 19 August 2026 (TATOLI) – Prime Minister Xanana Gusmão has reaffirmed Timor-Leste’s solidarity with the people of Guinea-Bissau and called for renewed efforts to promote dialogue, institutional stability and the restoration of democratic rule in the West African country.
Gusmão made the remarks on Wednesday at the opening of the 31st Ordinary Meeting of the Council of Ministers of the Community of Portuguese-Speaking Countries (CPLP), held at the Ministry of Foreign Affairs and Cooperation in Dili.
“I reaffirm my deep solidarity with the Guinean people and the firm commitment of Timor-Leste and the CPLP as a whole to supporting efforts towards dialogue, institutional stability and the restoration of the democratic rule of law,” he said.
The prime minister said Timor-Leste and the CPLP should continue supporting Guinea-Bissau so that the country can move forward peacefully and with confidence towards stability, development and stronger democratic institutions.
He said the position was rooted in the CPLP’s founding principles, including the promotion of peace, democracy, the rule of law, human rights and sustainable development.
Guinea-Bissau has been suspended from participating in CPLP activities since December 2025 following a breakdown in constitutional order after a political and military crisis in November. Its presidency of the organisation was subsequently transferred to Timor-Leste.
Gusmão said the CPLP should continue seeking solutions through dialogue and consultation, stressing that solidarity among member states must be translated into concrete action.
His remarks came after Timor-Leste called for joint action by the CPLP and the African Union to help restore constitutional order and normalise the political situation in Guinea-Bissau.
In February, the CPLP prepared a good offices mission to Guinea-Bissau, with Timor-Leste among the participating countries, aimed at supporting the restoration of constitutional order and promoting peace and stability.
Gusmão said the crisis in Guinea-Bissau was also a test of the CPLP’s ability to uphold its principles of solidarity, dialogue and cooperation.
“We must find solutions to overcome the challenges facing our countries, acting as the true family we aspire to be,” he said.
