Timor-Leste, Cambodia strengthen cooperation on digital payments

DILI, 14 September 2026 (TATOLI) — The Central Bank of Timor-Leste (BCTL) and the National Bank of Cambodia (NBC) have agreed to deepen cooperation in digital payments and cross-border connectivity as part of efforts to strengthen financial ties between the two countries.

The agreement was reached during a bilateral meeting held on September 12 at the Palm Springs Hotel in Dili, where the two central banks reviewed progress under their existing cooperation framework and discussed future priorities.

The Cambodian delegation was led by NBC Governor Chea Serey and Deputy Governor Yiem Leat and included eight officials. BCTL was represented by Governor Hélder Lopes, Deputy Governors Rafael Borges and Sara Lobo Brites, and executive directors.

The meeting followed commitments made under a memorandum of understanding (MoU) signed by BCTL and NBC in Cambodia in 2024.

Under that agreement, the two institutions committed to holding annual bilateral meetings on a rotating basis to review cooperation and identify new areas of mutual interest.

During the latest meeting, the central banks exchanged information and views on the implementation of their existing cooperation and discussed areas where collaboration could be further strengthened.

BCTL and NBC also signed a new MoU aimed at expanding cooperation in digital payments and cross-border connectivity.

The agreement provides a framework for closer institutional collaboration in strategic areas of mutual interest, including the exchange of knowledge, experience and best practices.
