Govt presents declaration of benefits certificates to three companies

DÍLI, 26 August 2026 (TATOLI) – The Vice Prime Minister, Coordinating Minister for Economic Affairs, and Minister of Tourism and Environment, Francisco Kalbuadi Lay, accompanied by the Executive Director of TradeInvest Timor-Leste, Duilio Marino G. Araújo da Silva; Deputy Executive Director, Roberto Lai; and Director of the Investment Promotion Directorate, Francisco Neto, officially presented Declaration of Benefits (DB) Certificates to three companies: Prime Timor Enterprise, Lda.; EMG-MRT Ilimanu, Lda.; and Green Pzz, Lda. The ceremony was held at the Farol-Dili Building on 25 August 2026.

The awarding of the DB Certificates marks an important milestone for the three beneficiary companies and reflects their commitment to expanding investment activities and contributing to the development of Timor-Leste’s private sector. The certificates also provide greater clarity and certainty regarding the investment benefits and facilities available under the country’s investment legal framework.

The granting of Declaration of Benefits Certificates is carried out in accordance with the applicable legal framework governing private investment, including the relevant provisions establishing the procedures, requirements, rights, and obligations of eligible investors and companies.

Through this legal framework, the Government seeks to ensure that investment benefits and incentives are granted through a clear, transparent, and predictable process, while beneficiary companies are required to comply with all applicable laws, regulations, and obligations throughout the implementation of their investments.

Prior to receiving the certificates, the three companies submitted their investment proposals to TradeInvest Timor-Leste for consideration under the Declaration of Benefits framework. In accordance with its legal mandate, TradeInvest coordinated and led a Technical Commission comprising representatives of relevant government institutions to assess the investment proposals and provide technical recommendations.

This assessment process is intended to ensure that proposed investments comply with the applicable legal, technical, and regulatory requirements before the Declaration of Benefits Certificates are granted.

Speaking to journalists during the ceremony, Vice Prime Minister Francisco Kalbuadi Lay congratulated the three beneficiary companies and expressed the Government’s appreciation for their commitment to investing in Timor-Leste. He emphasised that while these investments may not be among the country’s largest projects in terms of value, the Government is proud to see Timorese and private-sector businesses playing an important role in the country’s future development and economic sustainability.

Meanwhile, TradeInvest Executive Director Duilio Marino G. Araújo da Silva highlighted the importance of private investment in supporting economic diversification and reducing Timor-Leste’s dependence on the petroleum sector.

The awarding of the certificates also demonstrates the commitment of the Ninth Constitutional Government to improving investment facilitation, strengthening investor confidence, and creating a transparent, predictable, sustainable, and attractive business environment.

With the issuance of the Declaration of Benefits Certificates, the three beneficiary companies are expected to proceed with the implementation and development of their respective investment activities and generate tangible economic and social benefits for Timor-Leste, including employment opportunities, local business linkages, and contributions to community development.

TradeInvest Timor-Leste will continue to facilitate and support investors throughout the investment process while encouraging responsible and sustainable investments that contribute to national economic development.

The initiative represents another important step towards strengthening private-sector confidence, expanding investment opportunities, promoting economic diversification, and transforming private investment into a key driver of sustainable economic growth and employment creation in Timor-Leste.
