Timor-Leste participates in APG Annual Meeting and Technical Assistance Forum

DÍLI, 26 August 2026 (TATOLI) – The Timor-Leste delegation attended the Asia/Pacific Group on Money Laundering (APG) Annual Meeting and Technical Assistance Forum 2026, held from July 26 – 31, 2026, in Bandar Seri Begawan, Brunei Darussalam.
Representing the National Commission for the Implementation of Measures to Combat Money Laundering and Financing of Terrorism (CNCBC), the delegation attended the APG Annual Plenary Meeting as a full member. This participation demonstrates the nation’s ongoing commitment to preventing and combating Money Laundering and Terrorist Financing (ML/TF) regionally and globally.
Timor-Leste has been a member of the APG since July 2008, and as a member, is required to participate in its annual meetings and contribute to the implementation of APG programs. The APG leadership for the 2026 – 2028 period consists of the Vice Minister of Finance of Brunei Darussalam and the Deputy Commissioner of the Australian Federal Police.
The Timor-Leste delegation was composed of representatives from several member institutions of the CNCBC, including the UIF, BCTL, PGR/MP, PCIC, MNEC, CAC, and SERVE.
During the plenary session, discussions focused on the importance of continuing initiatives to strengthen support for strategic leadership in AML/CFT matters among APG members. The session also covered strategic initiatives to further enhance international cooperation—particularly regarding ML/TF risks and considered strategic responses to regional and global threats arising from cyber fraud and money laundering. Members adopted the leadership’s priorities concerning the planning and implementation of future APG activities.
In addition to the plenary sessions, the delegation participated in a technical seminar on Non-Conviction-Based Forfeiture (NCBF) for asset recovery, the presentation of the APG report on cyber fraud centers, human trafficking, and a typology session on Trade-Based Money Laundering (TBML) cases.
The Head of Delegation, the Executive Director of UIF also chaired the Southeast Asia (SEA) Sub-Regional Meeting on July 27, 2026, as Timor-Leste had assumed the role of Sub-Regional Representative on the APG Governance Committee for the 2024–2026 period.
Furthermore, on July 29, 2026, the Executive Director of the UIF and the Governor of the Central Bank of Samoa (SAFIU) signed a Memorandum of Understanding (MoU) to strengthen bilateral cooperation in the exchange of financial information.
