Govt appoints Agostinho Letêncio as new President of Civil Service Commission

DILI, 16 november 2023 (TATOLI) – The government of Timor-Leste, through the meeting of the Council of Ministers, on wednesday, appointed Agostinho Letêncio de Deus as the new president of the Civil Service Commission, replacing the outgoing President Faustino Cardoso.

The draft Government Resolution was presented by the Prime Minister, Kay Rala Xanana Gusmão.

“The Council of Ministers met at the Government Palace in Dili and approved the draft Government Resolution, presented by the Prime Minister, Kay Rala Xanana Gusmão, for the appointment of José Telo Soares Cristovão, Maria Domingas Alves and Agostinho Letêncio de Deus, to serve a five-year term, on a full-time basis, as Civil Service Commissioners,” said in a statement.

Faustino Cardoso was appointed by the VIII government to the post of President of the Civil Service Commission for the period of 2020-2025.

The Civil Service Commission is the body responsible for guaranteeing a politically impartial, merit-based civil service with high standards of professionalism, with the aim of providing quality services to the state and the people of Timor-Leste.

The President of CSC is responsible for: convening and chairing meetings of the Commission; assigning duties to the commissioners and secretariat; casting the deciding vote in the event of a tied vote; taking responsibility for the performance of the Commission and the Secretariat; following a decision by the Commission, request special protection from the Minister of the Interior for commissioners, officials or others who attend Commission meetings; choosing and appointing the staff of the President’s Support Office and Commissioners; it is also the President’s responsibility, as delegated by the commission; appointing and dismissing civil servants and those occupying management and senior management positions on commission; grant unpaid leave, special unpaid leave, and study leave to civil servants; move officials and authorize the hiring of civil servants; authorizing the payment of salary supplements provided for in Decree-Law no. 20/2010, of 1 December; promoting career progression within the general and special regime and implementing salary adjustments as a result of progression; and exercise other powers delegated by the Commission.
