Timor-Leste deploys disaster response teams to support Typhoon relief efforts in the Philippines
DILI, 11 November 2025 (TATOLI) — Timor-Leste bid farewell today to a 150-member humanitarian task force during a ceremony held at the Headquarters of the FALINTIL–Timor-Leste Defense Force (F-FDTL) in Dili. The contingent will depart for the Philippines to assist communities affected by Typhoon Kalmaegi, which caused dozens of deaths, left many missing, and destroyed critical infrastructure across several provinces.
The task force includes personnel from the Timor-Leste Defense Force, the National Fire Service, the Institute of Equipment Management of the Ministry of Public Works, and health professionals. This marks Timor-Leste’s largest international humanitarian mission, aimed at providing relief, logistics, and medical assistance in coordination with Philippine authorities and international humanitarian organizations.
The deployment will take place in two phases, with the first group leaving on Wednesday and the second on Friday. The mission’s objectives include supporting local authorities in civilian protection, food and water distribution, shelter construction, and medical and logistical assistance, in line with the principles of International Humanitarian Law.
In his remarks, Chief of the General Staff of the F-FDTL, Lieutenant General Falur Rate Laek, highlighted the pioneering nature of the operation and acknowledged the challenges and risks involved.
“Civilians and soldiers who make up this contingent should feel proud to participate in a unique moment that marks a historic milestone in asserting our young nation on the regional and international stage,” said Lieutenant General Falur Rate Laek.
He noted that the mission takes place at a symbolic time, coinciding with Timor-Leste’s full accession to ASEAN, and underlined its diplomatic and strategic significance.
“The selection of participants was based on technical competence, moral integrity, and the ability to represent our nation’s core values — solidarity, resilience, and commitment to peace,” he explained.
Lieutenant General Falur Rate Laek also urged all members of the contingent to uphold exemplary conduct, emphasizing that their behavior abroad will reflect the image and values of Timor-Leste.
“Exemplary conduct is not exceptional — it is mandatory. Military discipline, respect for local culture, and moral integrity must be your defining traits. Unity is essential for the success of the mission, and hierarchy must be strictly observed,” he appealed.
Minister of Defense Donaciano Gomes “Pedro Klamar Fuik” praised the swift mobilization of the team and called for impartiality and respect for universal values throughout the operation.
“The task force must act with humanity, protect lives, and assist everyone without discrimination. It must embody the spirit of solidarity and brotherhood that defines the Timorese people,” the Minister said.
The humanitarian team will bring essential relief materials, including tents, power generators, and medical supplies, to assist Philippine authorities in emergency response operations and help communities recover from the impact of Typhoon Kalmaegi.
