Timor-Leste to sign cooperation agreement with Woodside Energy on TLNG

DILI, 22 November 2025 (TATOLI) – Following an extraordinary meeting of the Council of Ministers on Saturday, the Government of Timor-Leste authorized the Minister of Petroleum and Mineral Resources (MPRM), Francisco da Costa Monteiro, to sign on behalf of the State a cooperation agreement with Woodside Energy Ltd. for the Timor-Leste Liquefied Natural Gas (TLNG) project, including pipeline construction and the development of the Greater Sunrise gas field.

This agreement aligns with the Government’s strategic efforts to maximize the value of national natural resources, as outlined in the Strategic Development Plan (PED) 2011–2030.

According to the Government’s statement accessed by Tatoli today, “This marks an important step toward a joint technical, commercial, and regulatory assessment of a future LNG facility to be established in Timor-Leste.”

Negotiations have been conducted between the MPRM and Woodside Energy, a key stakeholder in the Greater Sunrise field.

“The necessary conditions have now been created to formalize this cooperation, paving the way for detailed studies essential to the project’s development,” the statement added.

With this decision, the Government advances the implementation of its vision to strengthen national energy industrialization, promote economic diversification, and ensure that benefits from the Greater Sunrise resources contribute directly to Timor-Leste’s national development.
