DILI, 03 february 2026 (TATOLI) – Timor-Leste’s National Parliament unanimously approved the Pesticides Law on monday, january 2, during a plenary session, with 48 votes in favour, no against, and zero abstentions.
This law proposal aims to regulate, throughout the national territory, the licensing, import and export, production, sale and distribution, use, packaging, and disposal of pesticides, including agricultural pesticides, at all stages of their life cycle.
The law is designed to safeguard human, animal, and plant health, and to protect both land and marine ecosystems. It also supports the government’s broader goal of promoting safe and sustainable agricultural practices.
Once enacted, the law is expected to improve food security, reduce environmental risks, and align Timor-Leste with international safety standards in pesticide management.
After the vote, the bill was handed over to the Committee D on Economy and Development for detailed review and approval with input from ministers and MPs.
The Minister of Agriculture, Livestock, Fisheries, and Forestry, Marcos da Cruz, highlighted that the law is grounded in the Constitution.
He said the constitution gives the government the responsibility to support economic growth, promote science and technology, and oversee social and economic sectors to meet the needs of the people and protect public well-being
“The regulation of pesticides is not simply a technical matter,” the Minister said. “It is a constitutional obligation to protect public health, animal health, the environment, and ensure sustainable development.”
