Government transforms UPMA to ANAPMA

DILI, 20 september 2021 (TATOLI) – The Government of Timor-Leste, through the extraordinary meeting of the Council of Ministers, approved a draft of decree-law, presented by Prime Minister, Taur Matan Ruak on the establishment of the National Agency for Planning, Motorization, and Evaluation (ANAPMA), replacing the Unit for Planning, Monitoring, and Evaluation (UPMA).

Minister of the Presidency of the Council of Ministers, Fidelis Manuel Leite Magalhães informed that with the approval of the decree-law gave way to the government to replace the UPMA with the establishment of the ANAPMA, which will be the center of the state’s administration with administrative and financial autonomy.

“The creation of the ANAPMA is to provide technical and administrative support to Prime Minister, and exercising a competence by strengthening institutional capacity, and coordinating bodies or committees within government to achieve the goal of the government programs,” said Magalhães.

He said therefore ANAPMA is assigned a responsibility to organize, coordinate, and supervise the administration and implementation of the multi-year planning of the government program: “The National medium to long term program of the VIII Constitutional Government.”

ANAPMA would lead by an Executive Director under Prime Minister with three deputy directors, who will be assigned the responsibilities in assisting the Executive Director in three different areas – Administration and Finance, Planning and Motorization and Evaluation.
